O LORD our God, you answered them.
You were a forgiving God to them,
but you punished them when they went wrong. (Psalm 99:8 NLT)
God is so just! Not fair like we thought. Even when the people had done wrong against Him, He still answered them when they looked for Him. God's punishment when they went wrong was not just to release His wrath on them, but to lead them back onto the right track and to make sure that they do not go back to their old ways anymore.
